Faculty Council - General information

The Council of the Faculty of Journalism, Information and Book Studies of the University of Warsaw
As indicated in § 26 para. 2 of the University of Warsaw Statute, the Faculty Council - and thus also the Council of the Faculty of Journalism, Information and Book Studies of the University of Warsaw - is the collegial body of the University of Warsaw.
The Faculty Council includes (based on § 39 of the University of Warsaw Statute):
Dean (as chairman of the Faculty Council) and Vice-Deans,
Independent academic teachers employed at the Faculty,
Representatives of other academic teachers,
Representatives of PhD and other students,
Representatives of employees who are not academic teachers.
The office term of the representatives of other academic teachers and employees who are not academic teachers lasts four years, while the length of the office term of the PhD and other students representatives is regulated by the Doctoral Students Self-Government Regulations, as well as the Student Self-Government Regulations.
The Faculty Council competences
Pursuant to § 40 of the University of Warsaw Statute, the competences of the Council of the Faculty of Journalism, Information and Book Studies of the University of Warsaw include:
Adopting the Faculty's regulations and making its changes.
Establishing general directions of the Faculty's activity.
Adoption of the Faculty's development strategy prepared by the Dean.
Creating, transforming and abolishing Faculty’s organizational units, at the Dean’s request.
Adopting, after consulting the competent body of the student self-government, in accordance with the guidelines set by the Senate, the course plans and curricula. Adopting, after consulting the competent doctoral self-government, in accordance with the guidelines set by the Senate, the plans and programs of doctoral studies.
Adopting, in accordance with the guidelines set by the Senate, plans and programs of post-graduate studies and additional training courses.
Adopting the Faculty’s financial plan.
Assessment of the Faculty's activity, approval of the Dean's annual report, as well as the annual report on the implementation of the financial plan and evaluation of the Dean's activity;
Expressing opinions of the Faculty's community on matters submitted by the Rector, Dean, heads, scientific Councils of internal units, or by a group of at least 1/5 of the total number of the Council members.
Adopting resolutions on other matters, arising from statutes, the Statute or the Faculty's regulations.
Organization of the work of the Faculty Council
Pursuant to § 41 of the University of Warsaw Statute, the Organization of the work of the Faculty Council consists in:
Sessions of the Faculty Council are convened by the Dean on his own initiative or at the request of a group of at least 1/5 of the total number of the Council members.
The operating mode of the Faculty Council is determined by the Faculty's regulations, subject to the requirements included in the Statute, regarding the Senate's mode of operation.
The Council may appoint standing committees or committees to perform a specific task. Provisions of § 33 para. 2-4 are applied accordingly.
Adoption of the resolutions by the Faculty Council
Pursuant to § 42 of the University of Warsaw Statute, passing resolutions by the Faculty Council
The Faculty Council adopts resolutions on the motion of the Rector, Dean, the Council Committee or a group of at least five members of the Faculty Council.
In personal matters, as well as at the request of at least one member of the Faculty Council, with the exception of voting on formal matters, the Faculty Council adopts resolutions by secret ballot, by an absolute majority of votes.
Resolutions of the Faculty Council are announced to the Faculty community, except that the manner of their announcement is determined by the Rector by way of an ordinance.
The Rector and the Dean may appeal against the Faculty Council’s resolutions to the Senate within 14 days from the day the resolution is adopted by the Council, unless the Council repealed the resolution in full measure. It does not apply to the Faculty Council resolutions adopted on the grounds of the article referred to in § 11 para. 2 of the Statute. A Council’s resolution against which the Rector or the Dean has appealed does not come into force until the appeal is reviewed by the Senate. The Senate shall consider the appeal no later than at the second subsequent meeting, counting from the date of submission of the appeal.
